 1999 marked the beginning of the next technical modernization and reconstruction of GTP Niemen, which ended December 1, 2002. The result of the reconstruction was the acquisition and installation of modern high-tobacco and cigarette equipment of Italian firms and GARBUIO SASIB, through which the factory was able to produce competitive tobacco products produced by similar throughout the world.

As a result, the reconstruction created a new tobacco industry and put in place modern technologies sousirovaniya sheet and flavoring shredded tobacco, the new technology of processing of tobacco stems and tobacco varieties Burley, as well as accompanying them to the equipment for the preparation of shredded tobacco and cigarette production. In addition, mastered and put into operation high-performance production line of filter cigarettes in hard packed length of 84 mm.

Built and equipped with new equipment in the Italian firm Garbuio tobacco shop for processing of raw tobacco. Production capacity of plant - 18 tons of tobacco per year, or 5 tons of tobacco per hour. Preparation of sliced tobacco is a 3-linear scheme, which includes:
